The Seminole Rock principle: Where an agency regulation is ambiguous, the agency's own interpretation wins.
Note that the principle has been sharply criticized as allowing a combination of lawmaking and interpretation; an agency could just issue the vaguest and broadest possible regulation, then legislate as it sees fit through interpretations of that regulation. Note also an "antiparroting principle"—an agency cannot issue a regulation that mimics the statute it interprets and then interpret the first regulation as it likes. Additionally, an agency can't get deference in interpreting other agencies' regulations.
