Retirement-Inducing Policy Wears Many Disguises

Abstract

Governments around the world induce retirement. We examine twenty nominally different policies currently used by governments and show how each encourages retirement. That induced retirement has many disguises has important implications for estimating retirement elasticities, reforming Social Security, and understanding the economic, political, and social forces sustaining intergenerational redistribution.
