This arises from an episode of the Simpsons in which Springfield Mensa takes over the governance of the community. The dialogue of interest is as follows:

Lisa [reading CBG's shirt]: C:, C:\Dos, C:\Dos\Run. Ha! Only one person in a million would find that funny!

Frink: Yes, we call that the Dennis Miller Ratio

I tried to encourage the folks at MathWorld to add this to their database, but they declined. So I am forced to add it here, and encourgare enough people to begin using it and referencing it that it makes its way into the mathematical lexicon, like McNugget Numbers have done.
