E-type A'-traces under sluicing

This paper investigates the nature of A'-traces under sluicing, as in (1) and (2).

(1) Who did the suspect call, and when?

(2) Most gangs will be at the rumble, though it's not clear why.

I show that the traces in overt IP correspond to pronouns in the elliptical (sluiced) IP, an instance of the phenomenon Fiengo and May 1994 dub 'vehicle change'. The fact that we have pronominal elements in the ellipsis site, and not syntactic variables, explains the absence of Principle C effects and the lack of island sensitivity. I argue that these pronominals must be interpreted as E-type, and are parallel to their donkey cousins in giving rise to proportion problem effects.
